SMEDAN Cluster Development Support for MSMEs

When you look at local manufacturing and production hubs across Nigeria—whether it is the leather clusters in Aba, the tech hubs in Yaba, or the textile clusters in Kano—one thing is completely obvious: small businesses do better when they work close together. However, structural bottlenecks like poor electricity, lack of automated machinery, and zero access to cheap financing often prevent these communities from truly scaling up. To fix this gap, the Federal Government has rolled out the SMEDAN Cluster Development Support (CDS) for MSMEs 2026.

This initiative is aimed directly at its core target audience: Nigerian MSMEs, business cooperatives, and local artisans operating inside shared industrial hubs or geographic clusters. The goal is simple—to help small businesses pool resources, formalize their operations, and scale up production efficiently.

Program Features

Approved by the Federal Government to help formalize 250,000 small businesses, the CDS program operates on a structured, ecosystem-first model. Rather than supporting isolated companies, SMEDAN focuses on the strength of the collective group through several key layers:

Eligibility Criteria

The selection committee is explicitly focusing on organized business groups rather than single, unverified individuals. Your business or group qualifies if you satisfy these parameters:

To sign your cluster or association up, the executive leadership or designated representatives must log into the official SMEDAN portal (smedan.gov.ng), navigate to the Cluster Development Support (CDS) dashboard, and complete the cluster mapping and evaluation form.
